Usergroup settings?

What I am looking for is a way to increase user rights based on the registration period, reputation and the amount of posts a user has. I am particular looking for flood controll and allowed BBcode.
What I want to prevent is that a new user can imidiatly post pictures and that the amount of posts he can make per hour is very much limited. Later on, with good behavior after lets say 100 posts and 30 days registered I don't mind giving him some extra privilages to post pictures and to post more messages per hour.
Sometimes you have a user who is persistend in ruining your forum. They register over and over again with different IP adresses from worldwide proxies. They can easily obtain new email adresses, so banning the user, the IP ranges or email adresses is useless unless you can drasticly delay their tactics. Nobody wants his forum spammed with porn pictures.
Perhaps I am overlooking something. I saw that you can set if a user can post pictures in his signature based on usergroup but not in the actual message. Also regulating flood controll based on the usergroup is not an option I could find. Is this not possible?

BB Codes can only be set at the board level, in vBulletin Options -> BB Code Options
To define either of these options at the usergroup level would require custom code.
When the member reaches the required posts or reputation they will automatically be promoted to the specified usergroup with the additional permissions.
